Owed by S2S: which base rules a county may override, the precedence order when State / County / District / Site disagree, whether a county inherits-and-overrides vs. forks the base program, and who may author overrides at each level. The hierarchy chain below is illustrative only until this model is confirmed. Income bands that drive tiering are authored in County Rules (I8).

Rules resolve top-down with per-level overrides: State → County → District → Site. Backed by 47 config files (e.g. course_types.txt, intake_Steps.csv).

County-specific variants are resolved by county context — e.g. Ventura payment rules, Santa Clara court-filer format, Madera report template — without forking the base program.

Fee Waivers

This is the canonical approval routing for fee waivers. The income determination review (I6) honors this routing — a flagged waiver routes here rather than being decided inline. Routing: Full → Director; Partial → Compliance or Accounting. Income bands that trigger a waiver request feed from County Rules (I8); they are not authored here. Waiver policy & coverage (type / waived-through / reassessment) are authored in County Rules (WaiverTypeRule); this page owns the approval display + routing only (I6 · D80).
